The Corporate Communications Manager leads and manages Pobal’s corporate communications function, ensuring the delivery of effective, consistent and high quality internal and external communications across the organisation. 

Role Requirements

Role Requirement 1

  • Integrated Communications
  • Lead and manage the Corporate Communications team, which is responsible for delivering effective internal and external communications for Pobal in line with the corporate communications strategy.
  • Oversee the development and drafting of all corporate messaging and corporate publications e.g. Annual Report, briefing documents, ensuring consistency and alignment with agreed messaging.
  • Oversee the day-to-day operation and content development for the Pobal website and Pobal social media channels.
  • Oversee the production of internal communication materials including the quarterly staff e-zine and organisational wide announcements / update.
  • Provide communications support for project-specific and organisation-wide internal campaigns.
  • Coordinate crisis & issues management including recommending strategies and preparing materials for issues/crisis management situations in line with agreed protocols.
  • Develop and implement internal communications policies and guidance.
  • Ensure timely, accurate and high-quality responses to media queries, in collaboration with senior management.
  • Provide professional communications advice and support to the Pobal senior management as required.

Role Requirement 2

Stakeholder Engagement

  • Support Pobal’s engagement with key external stakeholders and customers through attendance at relevant meetings, events and launches as required.
  • Develop and maintain effective working relationships with external stakeholders relevant to the communications function.
  • Collaborate with internal stakeholders across the organisation to deliver communications support aligned with business needs.
  • Work closely with the Pobal Board and Senior Leaders to develop and execute communication strategies to build trust, maintain transparency, and foster relationships with key stakeholders.
  • Draft and quality assure responses to parliamentary questions, Government queries and consultations, in collaboration with relevant teams.
  • Deliver timely and relevant information through various channels to ensure internal stakeholders are kept informed of emerging issues and trends.
  • Respond effectively to issue, mitigating risks to manage organisational reputation in high-profile contexts.

Role Requirement 3

Governance & Compliance

  • Ensure communications policies, procedures and practices are up to date, aligned with best practice, and clearly documented and communicated.
  • Support the organisation’s compliance with relevant public sector communications obligations, including the Irish Language (Amendment) Act and Web Content Accessibility Guidelines (WCAG) 2.2, within the scope of the communications function.
  • Manage the Corporate Communications Unit budget and oversee expenditure for project specific communications campaigns.

Role Requirement 4

People Management

  • Oversee and manage a high performing communications team by setting clear objectives and providing direction across a diverse range of corporate communications activities.
  • Allocate work effectively and foster positive working relationships within the team.
  • Lead, motivate and support team members in a challenging and fast‑paced environment.
  • Encourage innovation, continuous improvement and adaptability within the communications function.
  • Manage team performance, learning and development in line with organisational policies.
  • Support Communications team to implement and deliver on comprehenisve communications plans that align with programme objectives and organisational goals.

Required Experience

  • At least 5 years’ experience of working in a busy Public Relations or Communications role.
  • Demonstrated experience in internal communications, including supporting organisational engagement and change initiatives.
  • Proven experience in developing and implementing external communications programmes.
  • Strong ability to communicate complex information clearly to a range of stakeholders.
  • A very strong understanding, experience of and commitment to social inclusion issues and the contribution of the community and voluntary sector to local development, inclusion, equality and reconciliation.
  • Demonstrated knowledge of the Irish political system, including engagement with Government Departments and parliamentary processes.
  • Strong organisational skills with the ability to manage multiple priorities, work to deadlines and maintain attention to detail in a fast‑paced environment.
  • Exercises professional judgment and demonstrates strong facilitation, conflict management and consensus building skills.
  • Demonstrated people management, leadership and collaboration experience within a team based environment.
  • Proven ability to build effective working relationships and gain the confidence of key internal and external stakeholders.
  • Experience working closely with senior or executive leadership to support organisational objectives.
  • A strong track record of delivering high‑quality work and following through on commitments, with an appropriate sense of urgency.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook and SharePoint.

Qualifications

Relevant third level qualification (e.g. Degree or Masters), or equivalent gained in Public Relations, Communications or near related field is essential.
