The Public Affairs Officer role is an exciting opportunity for a recent graduate to develop their career in public affairs. The Officer will be a part of HCCI’s Policy & Communication Team and will play a pivotal role in advancing the mission of Home & Community Care Ireland (HCCI) by acting as a bridge between the organization and its key stakeholders—including government bodies, regulators, media, and the wider public. The role requires both strategic thinking and hands-on execution.
JOB DESCRIPTION
The Public Affairs Officer role is an exciting opportunity for a recent graduate to develop their career in public affairs. The Officer will be a part of HCCI’s Policy & Communication Team and will play a pivotal role in advancing the mission of Home & Community Care Ireland (HCCI) by acting as a bridge between the organization and its key stakeholders—including government bodies, regulators, media, and the wider public. The role requires both strategic thinking and hands-on execution.
As Ireland’s population ages and the demand for quality home care services grows, this position is essential for ensuring that HCCI’s voice is heard in policy discussions and public forums.
The Officer will be expected to quickly take ownership of producing policy briefings and Government submissions. They will take responsibility for conducting desk and primary research, with a view to take on responsibility for larger publications and research supports as their skills develop.
The Officer will provide administrative support to HCCI’s Policy & Communications team, assisting with HCCI events, monitoring legislative and political developments, implementing advocacy campaigns and assisting with public relations outputs including media relations and producing social media content.
Collaboration is central to the position: the Officer will work closely with the Policy & Advocacy Lead and other team members to deliver on HCCI’s strategic objectives. The Officer will also contribute to the development and implementation of campaigns that promote the interests of HCCI’s members, ensuring that the sector’s needs are effectively communicated to decision-makers and the public.
Ultimately, the Public Affairs Officer helps position HCCI as a trusted, influential advocate for high standards in home care, supporting the organisation’s goal of enabling older people and those with disabilities to live independently in their own homes and communities for as long as possible.
KEY RESPONSIBILITIES
- Monitor policy, political and media developments and prepare weekly/monthly reports.
- Conduct desk, quantitative and qualitative research to support HCCI publications and PR outputs.
- Take ownership in designing/drafting policy briefings and Government submissions and support the publication of larger reports and research papers.
- Support HCCI public relations engagements including social media content, website management, event management support, internal communications/newsletters and liaising with HCCI members and third-party vendors
- Support HCCI’s public affairs engagements through briefings, research and building strategic relationships with key stakeholders.
- Provide administrative support to assist HCCI projects, campaigns and strategies.
- Contribute to HCCI’s strategic planning.
- The role may involve some domestic and international travel and attendance at events and policy forums as required.
KNOWLEDGE AND EXPERIENCE
- Educated to a high level (a master’s degree is an advantage)
- 1–2 years’ experience in research, public affairs, communications or related. (internship or work experience).
- Experience producing policy briefings and reports.
- Exceptional knowledge and passion for Irish political, policy and media landscape.
- Computer literacy is required, including but not limited to Microsoft Office 365, a demonstrable understanding of social media platforms and experience with design tools such as Canva. Experience in website management is a bonus.

- Demonstrate initiative and ability to work alone and in a team
- Excellent verbal and written communication skills
- Applicants should be based with commuting distance of Dublin and must have the legal right to work in Ireland in accordance with Irish law.
