Dublin Bus is currently recruiting for a Public Affairs Manager in the Strategic Communications and Engagement Function.

The main purpose of the role is to champion the role of Public Affairs and Public Policy in Dublin Bus.

This role is responsible for devising and implementing strategic corporate communications, public affairs, public policy and stakeholder engagement strategies for Dublin Bus.

The Strategic Communications and Engagement Function is responsible for all Consumer PR, Corporate Communications, Social and Community Engagement, Reputation Management and Media Relations.

Role and Purpose

  • Champion the role of Public Affairs and Public Policy in Dublin Bus
  • Devise and implement strategic corporate communications, public affairs, public policy and stakeholder engagement strategies for Dublin bus
  • Oversee political and stakeholder management and engagement
  • Support the Chief Executive Officer (CEO) and others in preparation and alignment of messaging to key stakeholders
  • Lead, develop and communicate corporate policy and position statements
  • Lead corporate communications and stakeholder engagement for key strategic projects
  • Support, develop and maintain strong relationships with academic, business, industry and political stakeholders
  • Provide support for the internal communication of policy to ensure clarity of understanding and alignment of activity as necessary
  • Work with external agencies on the development of public affairs and public policy plans
  • Assist implementation of Dublin Bus policies and procedures and action plans

Key Responsibilities:

Public Affairs

  • Devise all strategic corporate communications activity in Dublin Bus to ensure positive perception and reputation of the business to external stakeholders
  • Main point of contact for all direct engagement with senior elected representatives and business stakeholders
  • Ensure clarity of roles and responsibilities in managing key relationships and influencing
  • Prepare materials for stakeholder briefings for CEO and members of Senior Leadership Team (SLT)
  • Co-ordinate political and corporate communications including monitoring statements on industry related issues and co-ordinating appropriate company responses
  • Maintain ongoing review of stakeholder maps

Policy Research and Development

  • Develop positions on transport policy issues, drive cross-functional consensus around these positions, and craft policy position documents, talking points, and other materials for internal and external communication
  • Responsible for policy research by engaging with internal and external stakeholders

Strategic Company Projects

  • Provide communications, policy and administrative support on key company projects including BusConnects, Depot Electrification and others as required

Lobbying

  • Responsible for managing Dublin Bus lobbying activities
  • Liaise with all internal stakeholders including Board Directors on lobbying activities
  • Record lobbying activity to ensure compliance under the Regulation of Lobbying Act 2015
  • Manage Administration of lobbying returns to the Standards Commission

Experience / Skills/ Qualifications required:

  • 3rd level qualification in communications or political communications
  • Minimum of 5-7 years’ experience in a similar role
  • Excellent written and verbal communication and influencing skills
  • Clear understanding of the political, governmental, and transport regulatory system in Ireland and particularly at Dublin city & county level
  • Knowledge / experience of social media
  • Good knowledge / experience of Microsoft packages
