Parliamentary Affairs Manager


The purpose of the role is to be responsible for overseeing the Central Bank’s parliamentary affairs as part of the Bank’s strategy and is aligned to the Open and Engaged theme to ensure effective parliamentary engagement. The individual will provide strategic advice, guidance and will report to the Bank’s senior management on parliamentary affairs, political engagement, party political activity, relevant Dáil and Seanad activity, and potential issues management. They will support the Head of Division - Communications in order to ensure the ongoing enhancement and maintenance of the Bank's reputation, and the public understanding of its decisions.


  • Provide leadership and development of the team through effective direction, delegation, performance management and coaching to ensure all staff members can achieve the required performance standards and meet their own job enrichment / development objectives.
  • Lead the governance of parliamentary affairs and procedures within COMM so the organisation is prepared to meet its public accountability requirements. Act as an escalation point for responses to the Department of Finance on Parliamentary Questions, and for responses to Oireachtas Committees and public representatives to ensure high quality responses are issued.
  • Lead, coach and support the development of the team in preparing strategies and query responses, in order to ensure accurate and timely replies that serve to ultimately protect the reputation of the Central Bank.
  • Lead the work on parliamentary hearings, managing a matrix team to prepare senior Central Bank staff for appearances at Oireachtas Committees. This includes preparation of relevant strategies, developing key messages and planning media events, seminars and briefings; oversight of the briefing process to ensure accuracy and relevance; while internally ensuring coordination across COMM as required. Advise, coach and prepare Divisional and senior management for parliamentary engagements to ensure the Bank’s engagements reflect well on the Central Bank and are consistent with the stated objectives.
  • Build and maintain effective relationships with key political stakeholders, so the organisation is well informed, meets its public accountability requirements and presents a positive and accurate understanding of the Central Bank.
  • Approve relevant PQ responses and briefings and act as spokesperson for the organisation to ensure consistency of messaging.
  • Represent the Bank at relevant ECB fora, and international regulatory meetings.
  • Lead the public outreach team, in line with the Bank’s Open & Engaged strategy, to deliver comprehensive and impactful events and engagements in key locations up and down the country.



Five years of parliamentary affairs experience including engaging directly with political stakeholders.


  • Understanding of the domestic and international media and parliamentary system
  • Understanding of the work of the Central Bank, the Eurosystem, and of the financial and economic landscape
  • Experience in developing and implementing political communications strategies
  • Excellent written and verbal skills and an ability to formulate responses/ and produce content quickly
  • Influencing skills: experience of advising and challenging senior management
  • Experience managing and developing a team in a fast-paced and high volume environment
  • Ability to react quickly to changes and manage many tasks simultaneously
  • Networking skills
  • Ability to deal with multiple stakeholders.


Degree/ relevant experience in banking, economics, journalism, public relations, public affairs, political engagement or corporate communications.
