Reporting directly to the Chief Executive, the Head of Consumer Experience and Communications a member of the HIA Senior Management Team. The successful candidate will be responsible for the development and implementation of the HIA’s consumer communications and overall public engagement strategy. A key objective of this role is to build awareness of HIA’s role in supporting consumers interacting with the health insurance market.  The Head of Consumer Experience and Communications will be expected to contribute effectively to HIA activities and decisions, as well as playing an important role in the strategy, governance and development of the organisation and provide leadership to support the Chief Executive Officer to deliver on the vision for the Health Insurance Authority 

We are seeking a candidate to lead our communications team with experience in marketing and communications, specifically in the development of consumer awareness campaigns, corporate communications and digital marketing. 


  • Develop and deliver a HIA wide communications and consumer engagement strategy. 

  • Embed evidence and research into HIA’s communications plans and activities, ensuring such activities have a strong justification in terms of effective public engagement. Use trends and analysis to leverage data to develop engaging content for all media channels, social and traditional. 

  • Develop, manage and report on the HIA’s integrated consumer marketing communications campaigns across a range of platforms. 

  • Lead all activities related to HIA’s consumer engagement work, including managing the consumer support function and work of consumer advisors 

  • Manage content of HIA Website including HIA’s health insurance plan comparison tool. 

  • Carry out consumer research, and identify learnings across the organization 

  • Plan and execute HIA’s external facing activities, including presentations, attendance at tradeshows 

  • Deliver HIA’s quarterly and annual market reports, and other strategic external reports. 

  • Represent the Authority in its dealings with a range of external bodies in particular the Department of Health, health insurance industry and other state agencies. 

  • Oversee and manage the creation of all consumer and public communications content and material, digital, video, audio, and print. 

  • Manage an associated budget and deliver value for money initiatives. 

  • Lead a team of internal staff and external suppliers to deliver the strategy.
